CMP 6465 - Real Estate Public Private Partnerships

This course explores the role of public-private partnerships (P3s) in real estate and land use planning and development. It imparts a core set of skills necessary to understand the wide range of structures P3s can take and to manage the complex mix of actors they necessarily involve, with their conflicting goals, motivations, and definitions of risk. Real-world case studies provide opportunities to examine what makes a P3 successful or unsuccessful, celebrated or controversial, creative or unnecessarily complex. Guest speakers provide opportunities to interact with private and public sector executives and subject matter experts to examine the powers and constraints of private actors and public agencies, as well as different professional approaches to planning projects and defining desired outcomes, engaging and consulting the public, managing disagreement and controversy, structuring and financing partnerships, and mitigating risk while maximizing public benefits.
